Originally upon its establishment the Central Siberian Republic controlled all of Central Siberia. Through all of this catastrophes and upheaval, the people in and around Tomsk maintained their loyalty to the central government. President Pasternak suspended elections after the fall of Krasnoyarsk and declared a provisional government to stabilize the failing Republic. Pasternak and his advisors worked tirelessly to stabilize the food situation and ensureensured that some semblance of normal life could return to the capital.
 
Even being diagonsed with cancer, this has not stopped President Pasternak from his herculean struggle to prevent the collapse of the Republic.

Despite Pasternak's popularity, the people of Tomsk can see the Provisional Government is only able to manage to stem the Republic's decline instead of turning things around. All hope is not lost, however, as the Poet-President has begun work on new foundations for the Republic. Believing that distancedistancing from the people and the failure to mobilize the masses into supporting the nation has doomed the old Central Siberian Republic, Pasternak has beun drafting a new constitution, one that would allow the Republic to tap into the vast pools of intellectuals, artists and scientists in Tomsk.
