This was likely changed due to the fact thatbecause Voroshilov was very loyal to Stalin, as well as the fact that in the path for Bukharin in the base game's ''No Step Back'' DLC, if the player opted to overthrow Stalin in a civil war, Yegorov would be guaranteed to defect to the player's side if he wasn't purged.
