Anatoly Aleksandrovich Sobchak (Анатолий Александрович Собчак, born on the 10th of August 1937 in Chita, Russian SFSR) is the mayor of the city of Chita and the potential head of government of the Transbaikal Principality, as well as the potential leader of the Amur Refugee Zone.

In Game Biography

Two words perfectly encapsulate who Anatoly Aleksandrovich Sobchak is: youthful, and pragmatic. In his early 30's by the time that he was appointed prime minister of the resurgent Russian Empire, Sobchak was formerly the young and quite successful mayor of Chita before being spirited away to his now much more important post.

Sobchak's political career had already bloomed during his time in Chita, where he earned a reputation for getting what he wanted - though, unlike many others in Russia, he did so through handshakes, smiles, cordial relations, and back-door dealings. Finding himself on the side of Ivan Mikhailov's anti-army group, he was rewarded soon after with the post of prime minister. While none are quite sure what Sobchak truly stands for, they know that, whatever it may be, he'll find a way to get it.

• After Midnight:

For every hundred tales of loss and sorrow, there's one of survival that gives the faintest glint of hope in what often seems to be a doomed land. The story of Anatoly Aleksandrovich Sobchak is one of those tales.

Formerly involved in the monarchist White Movement in Chita during the early 60s, he was mayor of the major Far Eastern city. When the Whites were on the brink of defeat, he fled the city with a meager handful of friends, first into the Siberian wilderness before covertly slipping over the border to Manchukuo. When he was there, he helped rebuild whatever sort of a Russian expatriate community was left in Harbin.

When news arrived in the Manchurian city that the "Blessed Regent" had died and that his empire was rapidly crumbling, Anatoly Aleksandrovich made one of the hardest decisions of his life: he went back.

Crossing the Amur with no more than two dozen followers, Sobchak founded what he called the Amur Refugee Zone, swearing that he will use his international connections in the Sphere and the West to bring in all the foreign aid he could to what few people remained in Eastern Siberia. Sobchak has dedicated his life to an attempt at alleviating the vast suffering that has been inflicted upon the Far East.

In-Game

We are first introduced to Sobchak whilst playing Chita, and event will pop-up where Chitas' de-facto leader, Boris Shepunov, calls for a meeting. Sobchak is invited to this meeting, however, he is denied entry due to 'being late'.

This presumably due to the fact that Sobchak is far different than the corrupt and power-hungry white army officers/officials, In fact, throughout the early game, we learn that Sobchak is more or less shunned away from the politics of Shepunovs' Chita.

If Tsar Mikhail succeeds in ousting Shepunov from power, he will be made new Head of Government, whilst Dmitry Volkogonov will be made security minister. It is here where Anatoly Sobchak will plan to draw a new constitution for Chita, effectively ending it's rotten political structure and authoritarian nature.

Later on, he will also argue with Volkogonov on how to properly run and maintain the armed forces, where Tsar Mikhail will give an edge to Volkogonov.

Post-HRE Collapse

When the Holy Russian Empire collapses, Anatoly Sobchak will create the Amur Refugee Zone out of territories formally belonging to Chita and Amur. This is done by striking a deal with the remants of the Russian Fascist Party as well as outreaching and applying forthe Co-Prosperity Sphere to supply humanitarian aid in order to save as many refugees fleeing from the chaos that engulfs Russia as humanly possible.

Trivia

In OTL, Sobchak was a Russian politician, a co-author of the Constitution of the Russian Federation, the first democratically elected mayor of Saint Petersburg. He is known to be the mentor of Vladimir Putin and Dmitry Medvedev.
