The Hawaiian Missile Crisis is a confrontation at the start of the game, it revolves around the Empire of Japan and the United States of America, with the Crisis due to the presence of Japanese missile sites on Hawaii being built, for which in response, the United States initiated a naval blockade around the Hawaiian Islands.

As part of the terms of the Akagi Accords, the U.S. was forced to cede the territory of the Hawaiian islands along with any US Pacific Territories, additionally with large ports and naval bases in Los Angeles and San Francisco were to be leased to Japan in perpetuity.

However, as President Kefauver closed his term as President, he would tear up the Akagi Accords, and resumed a total embargo against the Japanese Empire. Additionally, he pushed legislation in the Congress, recognising Hawaii as a US state under foriegn control.

With Hawaii being recognised as de jure land of the United States, the Japanese responded in kind, installing missile sites capable of launching nuclear missiles onto the US heartland. These sites would be eventually found by U-2 spy planes flying surveillance missions over the Haiwaiian Islands. As President Kefauver stepped down and the Nixon Administration entering the halls of the Oval Office, the new administration found itself in a world-ending quagmire.

As a result of President Kefauver's actions, America and Japan entered a tense international standoff, which would be known as the Hawaiian Missile Crisis. Now, the world was at the edge of a nuclear war, waiting for the other to back off.

With Japanese ICBMs and smaller range missiles on Hawaii, threatening not only the West Coast of the US but potentially half the nation, Vice-President Kennedy and Japanese Prime Minister Ino engaged in tense negotiations defusing the situation, as a result rolling back the doomsday clock.

Under Vice-President Kennedy, an agreement would be made between both Superpowers, although not without the lack of sleep and a battle of nerves on both sides. Vice-President Kennedy would be praised by the R-D core for his actions to defuse the crisis with his Japanese counterpart, whilst President Nixon is attacked for his lack of action during the entire standoff.
