At the Start of the Game[edit | edit source]
It was created when the Iberian Union was established between Spain and Portugal. It has no real legislative power, instead, it's used as a tiebreaker between both Caudillo Francisco Franco and Caudillo António de Oliveira Salazar, the Iberian Union's official heads of state as established by their Union.
Possible Outcomes for the Council[edit | edit source]
The Iberian Council can be either empowered after the collapse of the Triumvirate or continue existing as nothing but a mere supervisory body that acts upon the will of the Caudillo's. If the council is further empowred, it can eventually lead the Iberian Union into becoming a democracy, the Iberian Federation. However, the right conditions need to exist in order for that to take place: no terrorist activity and high reformist support inside the Iberian Council.
