The Jinsui Administrative Office, also known as the Shaanxi Clique, is a de-facto independent state in China. It is a member of the Greater East Asia Co-Prosperity Sphere and is a de jure region of the Republic of China, but is de facto independent. This is mainly due to the terms of surrender, where such provinces were given a great deal of autonomy.
In the case of Jinsui, the local leadership justifies its autonomy to better deal with the local banditry and partisans.
It is bordered by Mengjiang to the north, Sichuan to the south, the Republic of China to the east and Seihoku Homengun to the west.
