However thanks to the term of surrender from the local government they were given a good deal of autonomy. The Jinshaan Administrative Office, also known as the Shaanxi Clique or Jinsui, is a de-facto independent state in China. It is a member of the Greater East Asia Co-Prosperity Sphere and is a de jure region of the Republic of China, but is de facto independent. This is mainly due to the terms of surrender, where such provinces were given a great deal of autonomy.

In the case of Jinsui, the local leadership justifies its autonomy to better deal with the local banditry and partisans.

It is bordered by Mengjiang to the north, the Republic of China to the east and Seihoku Homengun to the west.
