The Jinshaan Administrative Office, also known as the Shaanxi Clique or Jinsui, is a de-facto independent state in China. It is a member of the Greater East Asia Co-Prosperity Sphere and is a de jure region of the Republic of China, but is de facto independent. This is mainly due to the terms of surrender, where such provinces were given a great deal of autonomy.
In the case of Jinsui, the local leadership justifies its autonomy to better deal with the local banditry and partisans.
