The Jinsui Administrative Office, sometimes called the Shanxi Clique, is a de-facto independent state in China. Similar to most warlord states in eastern China, on paper its a province of the Republic of China. However thanks to the term of surrender from the local government they were given a good deal of autonomy. In the case of Jinsui, the local leadership justify it autonomy to better deal with the local banditry and partisans.
