José Félix Estibagarra Insaurralde (born on the 21st of February 1888 in Caraguatay, Paraguay) is a general and the leader of the Liberal Party within the Republic of Paraguay and potential head of state.

He can appear when Moringo is overthrown in the Paraguayan Bush War when the German Civil War erupts and if Paraguay reforms into a Democraticos regime, holding a general election and can appear if the Liberal Party wins. He first appears ideologically as a National Liberal but this is nothing but a facade as he is actually an Aristocratic Conservative.

Estibagarra in real life was a Paraguayan military officer and politician who served as the 34th President of Paraguay from 1939 until his death in a plane crash on September 7, 1940. He is most remembered for his previous role as commander in chief of the Paraguayan Army during the Chaco War, which resulted in a great victory for Paraguay.
