The statelet is controlled by the remanantsremnants of the Red Banner Pacific Fleet, led by Admiral [[Ivan Yumashev]].

InitallyInitially the Pacific Fleet fell under the command of [[Genrikh Yagoda]] after the fall of Moscow, but follwingfollowing the collapse of Yagoda's Far Eastern regime they fled to the Kamchatka peninsula and turned rogue, constructing a makeshift naval base out of fishing villages and abandoned cities. Having little to no way to obtain supplies by trade, the Pacific Fleet have been forced to turn to piracy to survive.

Because Kamchatka is not a unifier, they will not do anything of note, instaedinstead just idling to themselves until they are annexed by a Far Eastern unifier - typically the [[Divine Mandate of Siberia]]. However Kamchatka is able to peacefully unify with [[Irkutsk]] and [[Buryatia]].
