Onega cannot reunify Russia as that is not the goal Finland laid out for them. However they are one of the deunifiers: if Onega somehow manages to defeat the unifier of [[West Russia]] when they attack, Onega will annex the northern reaches of the unifier's land up to a line stretching between Kostroma and Gayny and will proclaim a new democratic republic known as the [[Northern Russian Republic]]. Then it will create a string of puppet states out of the remaining land. The Southern Urals will be left intact.
