In reality, the creation of the Indonesia Keizai Kaihatsucho - the IKKC, or Indonesia Economic Development Authority - formalized the arrangement whereby Indonesian labor would be 'reimbursed' for their employment by Japanese Companies for the development of the Indonesian nation.
