The People's Revolutionary Council is a Russian warlord state located in Central Siberia. It borders Krasnoyarsk and the Siberian Black Army to the north, Irkutsk to the west, Mengjiang to the south and Oyrotia and Kemerovo to the west.

The Council occupies the lands of the former Tuvan People's Republic and is headed by remnants of the Red Army.

The Council was formerly a unifier, but their content was scrapped in the Toolbox Theory update pending a rework. Now as of The Ruin they are not a unifier and have no content.

The PRC is one of the oldest of the Russian warlord states. Unlike the other Central Siberian warlords it was never part of the Central Siberian Republic. Rather, it was founded by Red Army Marshal Alexander Vasilevsky during the closing days of World War II.

Directional Disputes There are many arguments between the leading figures of the People's Revolutionary Council on policies of governance and what its ultimate goal is. That is to be expected, though, when the nation is controlled by a loose coalition of Russians and Mongols, that only have their wish for survival and adherence to socialist doctrine in common. These disagreements have often led to infighting within the ranks of the regime, and taking decisive action can be difficult without upsetting one faction or the other. However, if the People's Revolutionary Council wants to survive into the future, or even restore the Union, the disputes will have to be solved. Daily Political Power Gain: -0.50

Democratic Military Soldiers in the Red Army elect their own officers, in order to move beyond the reactionary hierarchies that dominate militaries of old. However, this decision has had consequences. Soldiers won't elect officers for their qualifications and skill, and they won't elect officers who'll make the hard decisions when needed. They'll elect officers who are popular, who go easy on their men. This means that men often get promoted to positions that they are most certainly not qualified to hold. Red Army in Exile The People's Revolutionary Council was formed out of the scattered remnants of the Far Eastern Military District. The Mongolian People's Republic, which had been reduced to a Soviet puppet before the Great Patriotic War, suddenly found itself as the host of Red Army units stranded, and having lost their chain of command. Through a slow and complex process, the Mongolian government would slowly merge with the Russian military, and despite the invasion from Mengjiang, survive on the edge of the country. After years of hardships, the Red Army has survived Japan's facade of pan-Asianism, Yagoda's totalitarianism, and internal strife between its leaders. Now, the troops wonder if their eternal exile in Mongolia will ever end. Armor Speed: +10.0%

Legacy of the Siberian Plan Our statelet lies in a unique region of Russia - the former area that Bukharin's, and later the Central Siberian Republic's, grand industrial project was sited. Securing machinery and infrastructure and rebuilding sectors of the Siberian Plan will provide great boons to our statelet. (No effects at game start)

Trivia[edit | edit source]

  • Before Toolbox Theory the People's Revolutionary Council had full content as a unifier. They would have been a democratic communist stratocracy, under Vasilevsky's control.
  • Before Toolbox Theory, the PRC controlled Western Mongolia alongside Tuva and neighboured the Mongolian People's Front, the latter was at war with Mengjiang - a conflict the People's Front was guaranteed to lose. Mengjiang would then set its sights on conquering the PRC. While the PRC could beat Mengjiang back, doing so would cause the Empire of Japan and the entire Greater East Asia Co-Prosperity Sphere to enter the war; as such, their best course of action was to get Mengjiang to agree to a ceasefire, which had them agree to leave the PRC alone. This conflict was removed along with the Mongolian People's Front, and all the PRC does now is to fight a brief war with Mengjiang.
  • The PRC was planned to have a faction rivalry mechanic, between the Russian side and the Mongolian side (similar to the interservice rivalry between the Imperial Japanese Army and Imperial Japanese Navy that Japan has in vanilla HOI4), led by Vasilevsky and Jamyangiin Lkhagvasüren, respectively. The former was focused on reunifying Russia. The latter, on the other hand, had no content. Both paths were eventually removed along with the PRC's content.
  • Before Toolbox Theory, the PRC used the Song of the Far Eastern Army as their reunification superevent song. Post Toolbox Theory (but before the PRC's unification path was removed), it was changed to Let's Go! for unknown reasons.
